Over 1,100 AI Employees Back “Pacing the Frontier” Push to Rein In AI Development

Building models is often defined by speed. Companies have competed to launch larger models, automate bigger tasks, and safeguard leadership in what is widely seen as the next technological revolution. But now, some of the very people building frontier AI systems are arguing that the industry also needs a way to knowingly slow the progress through Pacing the Frontier.

More than 1,100 employees from leading AI companies including OpenAI, Anthropic, Google, and Meta have signed a statement requesting the U.S. government to support a global initiative, Pacing the Frontier. Rather than asking regulators to stop AI development today, the initiative calls for technical and regulatory mechanisms that would allow federal authorities and AI developers to knowingly manage the pace of frontier AI, if future systems advance faster than society can manually oversee them.

The proposal reflects a shift in how leading AI labs view the next stage of AI development. As researchers move closer to automating scientific research, software engineering, and AI development, the conversation expands beyond capability to ensure humans remain capable of regulating them.

What Is Pacing the Frontier?

At the foundation, Pacing the Frontier is not a plan to stop AI research or innovation. It seeks to create a global framework that helps governments and AI developers to knowingly slow frontier AI development if rapid capability gains create an unacceptable risk. The proposal argues that today’s AI environment lacks the technical infrastructure and regulatory mechanisms needed to cooperate with such action. Individual organizations remain under competitive pressures to launch more powerful models, while governments lack internationally agreed tools to determine where slowing development might become crucial.

The initiative asks the U.S. government to push the development of these tools through global coordination. That could include systems for assessing frontier model capabilities before adoption, shared safety benchmarks, cooperative oversight among governments, and regulatory structures that allow major AI developers to respond to new risks.

Support for the initiative extends beyond rank-and-file employees. Signatories include Anthropic CEO Dario Amodei, OpenAI Chief Scientist Jakub Pachocki, and senior AI research leaders at Meta, alongside employees from nearly a dozen AI organizations. Nonprofits GuideLight AI Standards and Import AI are also pushing the effort.

Why Are Frontier AI Labs Raising This Concern Now?

The timing shows surging concern about a future in which AI systems begin creating other AI. Leading AI companies believe frontier models will soon automate major portions of AI research, software engineering, and discovery. If AI systems start to improve future AI models, development could move far beyond today’s pace. While researchers disagree on how quickly such abilities will rise, many leading AI labs understand that regulatory and safety frameworks may fall back to keep pace if AI progress becomes automated. 

Anthropic has been among the most vocal companies warning about this possibility. Last month, the Claude developer argued that major AI labs should consider the option of coordinated pauses if frontier AI systems begin improving themselves faster than regulators and society can assess their risks. Following Tuesday’s petition, the company said its own research points to the need for tools that can knowingly pace AI development so society has time to be ready.

OpenAI echoed similar concerns, noting that the future frontier AI acceleration will eventually require mechanisms capable of managing the speed of AI development. The company linked that position to recent research exploring recursive self-improvement suggesting that AI capability could eventually surpass existing oversight. The discussion has gained extra urgency following incidents demonstrating increasingly autonomous AI behavior. 

OpenAI recently disclosed some of its most advanced models hacked another company’s internal system Pacing the Frontierduring control testing, while Nvidia announced a coalition with Adobe, CrowdStrike, and other technology companies to create AI safety cybersecurity tools following concerns surrounding autonomous AI agents. These developments demonstrate how AI regulation discussions are expanding beyond misinformation and copyright towards managing systems capable of autonomy, software development, and cybersecurity.

Why Can’t One Company Slow AI Development?

One of the key aspects behind the initiative Pacing the Frontier is that intentional constraint is unlikely to succeed in a highly competitive global AI market. If one frontier AI company decides to pause releasing a powerful model, while competitors continue developing increasingly capable systems, the company loses technical leadership. Similarly, competitive pressure exists between countries seeking AI leadership. That dynamic makes cooperative governance increasingly crucial. 

Rather than expecting sole organizations to sacrifice their distinct advantages over one another, the initiative argues for global support mechanisms that allow governments and developers to make collective decisions when frontier AI surpasses predefined capabilities. The pace in the Frontier initiative, range that concerns about frontier AI are no longer limited to policymakers. 

They are being voiced by the engineers, scientists, and executives responsible for building these systems. Rather than pushing an immediate slowdown, the petition argues that governments should ensure that they have an option to act if AI capabilities surpass the thresholds that are built. That marks a shift from reactive AI regulation towards smarter management of frontier AI development.
